Kosovo’s parliament can still complete its formation, but exceeding the 30-day constitutional deadline has created a legal question that requires clarification from the Constitutional Court, according to the Kosovo Democratic Institute (KDI).
KDI said completing the formation of parliament remains essential for restoring the normal functioning of democratic institutions and moving the country beyond its current institutional crisis.
However, the organization warned that forming parliament after the deadline raises uncertainty over the constitutional consequences of missing the timeframe and the legal effect of any subsequent parliamentary formation.
KDI said the Constitutional Court should clarify those consequences.
In its previous ruling, the Court required elected lawmakers to complete the constitutive session as quickly as possible and no later than 30 days, including the election of the parliament’s speaker and deputy speakers.
